Research shows that trust in public institutions is not fixed: it responds to how institutions are designed, how they communicate and how they treat the people they serve. My practice work brings this evidence to organizations that want to measure their quality and strengthen the trust of the people they serve.

Luminata

I am the founder and CEO of Luminata, a trust and impact consultancy based in Barcelona. Luminata works with governments and social impact organizations to build data-driven strategies that strengthen trust, effectiveness and integrity. Its work includes strategic consulting, applied research, survey design and data collection, custom dashboards and KPIs, and impact measurement. Clients have included the Bank of Israel, the Israel Democracy Institute, Pnima, Eurocities, the European Commission and the OECD.

Projects with Governments and Civil Society

  • Local Democracy Index (Pnima). Developed Israel’s first index of local governance, measuring checks and balances, trust, transparency, representation, participation and public involvement. Public reports: pilot (2023) and full index (2025).
  • Mapping Indicators for Improving the Public Service in Israel (Israel Democracy Institute, 2026). A systematic framework for measuring the quality of the Israeli public service, built around six core values and twenty qualities of good governance, developed with JDC-Elka.
  • Visiting Researcher, Israel Democracy Institute (2024 to present). Research on measuring the public service and the democratic quality of Israeli regulators.
  • Israeli Trust Index. Consultant to Maoz on the construction of the first Israeli Trust Index.
  • Citizen Empowerment Index (CECI). Lead researcher on the first comparative index of Israeli government ministries.
  • Digital shekel study (Bank of Israel, 2025). Public willingness to adopt a digital shekel and the role of trust in the central bank.
  • OECD. Selected as OECD expert for Open Government Indicator Development.
  • Impact4Youth (EU Erasmus+). Developed training on “Impact Measurement”.
